how to keep screws in place?

Folks, the four screws that hold the actual hornbutton to the steering hub keep falling out and jamming themselves in the steering apparatus. What is the best way to keep them in place? I cant tighten them too much or the horn button wont work. (By the way, I am finally back on line just today after packing everything up and moving to our new house.)

Maybe loctite or threadlocker would work. Permatex makes "threadlocker". I would use the low strength grade so future removal wouldn't be too difficult.

okay, thanks. I thought also of slightly damaging the threads, but I will try the products first.
