I Thought I Owned a 1959 Plymouth???

I need some advice.
I thought I owned a Savoy for the last Twenty years...
Matthew pointed out to me that my VIN number for my Savoy is incorrect (it shows a Belvie #). In fact, not one number on my car's VIN Tag matches my CarTitle.
So I gather all my info, including Registration from previous owner in New York (used as aTitle) which also has incorrect VIN (since 1984 now). I have the Savoy's production sheet, a pencil rubbing of the VIN Tag, a Bill of Sale, and the current Registration and Title.
I head to Motor Vehicles last Thursday Sept 1, 2011. They say "what do you have as proof of ownership that shows correct number?" - I GOT NOTHING! They check the books and say that my title VIN (the Belvie) could have been built. They ask other STUPIDVISORS and all agree nothing can be done to title my car in Maryland. They suggest a Court Order may be necessary. They Promise a call back to me on Tuesday 09/06 since Friday and Monday were holidays.
You guessed it - no calls back to date.
Any suggestions?
Do I write the museum to try and get a punch card for the Belvie and Savoy VINs? Mayby the Belvie was never built?
Do I try and track down the owner of the Belvie by guessing it may have been owned by the same person as the Savoy owner?
My seller is deceased so I don't know who his seller was as a starting point from way back in 1984.

The Data Plate on my Savoy: M135117529
It sure would be nice if the Belvie owners on this site would find a match to the M2301124871 VIN.
If your asking why I care - its because I can't drive a car I don't own. It would not have been covered if we are/were in an accident etc.
I am looking for any and all suggestions.
