Putting on bumper wings

I checked the bumper wings on the back.
Now my problem is the pin that sticks out. Do we need to drill a hole for this or can we remove it??

The front is hold by the bumper bolt and the rear attaches to the bracket on the car.
We don't have anything to tighten the pin, how do we need to do this??

Matthew, I believe that pin was spot-welded to the inside of the wing so they could manage the piece while it was in the tank. You can remove it, it's has no function on the bumper.
