Rocker arms

I've recently attained a set of "new old stock" Rocker arms and it seem the screws have become one with the arms. They are quite frozen into place. Has anyone else encountered this problem and can advise how to unstick , for lack of a better word the screws? WD40? Heat? Braker bar? all of the above? I've thought of boiling them then soaking them in a tub of oil. Thanks in advance.
