That's correct, no fuse block or panel in '59. There are a few in'line fuses, and fusible links (like on the power seat and p/w for example).
I have a mostly complete dash here in my garage..if you need any tips I can try to photograph dash. There is a wiring diagram in the back pages of the '59 Plymouth Supplement which can be helpful.
Was your car in restoration when the former owner gave up?.
